The modules section of CPAN is just a collection of tarballs and a couple of index files. With minimal work, you can create your own CPAN with whichever Perl distributions you like. My current work indexing BackPAN has led to some interesting tools that do most of the work for you, and I'll show them off for the first time at YAPC::Russia.
